Ship-to-Ship (STS) transfer operations take place across different geographies and under varying environmental conditions, adding to the complexity and risks associated with such transfers. This information paper aims to support stakeholders in making their own assessments to determine suitable weather criteria and ascertain an appropriate weather window for STS operations.

This document is submitted in order to provide stakeholder input to the data gathering and analysis plan (DGAP) (BWM.2/Circ.67/Rev.1) as envisaged in the experience-building phase (resolution 290(71)) and provides the Committee with a copy of INTERTANKO's Commentary on entries in the ballast water record book (BWRB)

Executive summary:
This document proposes specific guidance on accidental breakdown, instrument malfunction and perceived temporary non-compliance and transient performance of EGCS.

IMO’s Sub-Committee on Carriage of Cargoes and Containers (CCC 4, which met 11-15 September at IMO Headquarters), raised awareness on the potential risks posed by moisture and provided new guidance on carriage of bauxite, in the form of a circular aimed at shippers, terminal operators, shipowners, ship operators, charterers, shipmasters and all other entities concerned.

USCG updates Ballast Water Management (Updated July 2017). The US Coast Guard announced that an updated Ballast Water Management (BWM) Program guidance is available on its public Homeport internet portal.

Two slideshow presentations are available to provide interested readers a “BWM 101” overview of the program and a “BWM Update” on recent developments and activities. These presentations include speaker notes for each slide and will be frequently updated in an effort to keep all stakeholders informed.

MSC.1/Circ. 1578 19 June 2017 The Committee approved the Guidelines on safety during abandon ship drills using lifeboats, following the amalgamation of annex 1 to the Measures to prevent accidents with lifeboats and the Interim Recommendation on conditions for authorization of service providers for lifeboats, launching appliances and on-load release gear in the Requirements for maintenance, thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear.

The Little Blue Book on Ballast Water. Danish Shipping has launched a new guide on the implementation of the Ballast Water Management Convention, which will enter into force on September 8.

All new ships will have to be equipped with a ballast water treatment system, while existing ships will need to have systems installed from September 8, 2019 to September 8, 2024.

The purpose of these Guidelines is to provide a basic outline of essential steps to safely carry out simulated launching. These Guidelines are general; the lifeboat manufacturer's instruction manual should always be consulted before conducting simulated launching.

The information contained in these Guidelines should be regarded as guidance in achieving an efficient and effective system for the handling of oily bilge water and oily residues for new buildings and, where applicable and reasonable, for ships which are in service.

Instructions from the Administration of Panama regarding IMO MSC.1/Circ. 1352/Rev.1 (CSS Code Annex 14) were announced in ClassNK Technical Information No. TEC-1097 dated 28 December 2016.

The Administration has updated MERCHANT MARINE CIRCULAR MMC-340, including their additional guidance on the application of relevant requirements to existing containerships, as attached.

2.5.2 If a ship has violated the BWM Convention, the PSCO may take steps to warn, detain or  exclude  the  ship  or  grant  such  a  ship  permission  to  leave  to  discharge  ballast  water  
elsewhere or seek repairs.

The purpose of this bulletin is to inform stakeholders that under the Vessel Pollution and Dangerous Chemicals Regulations (the Regulations),the sulphur content requirements for marine fuel will be 0.1% effective January 1, 2015.

Since January 1, 2001, the Panama Canal Authority has required vessels maneuvering in Canal waters to switch from heavy fuel to light duel.
This requirement was included from 2001 until 2016 in Notice to Shipping No.N-10, Operational Equipment Tests. Beginning in 2017, the aforementioned requirement on maneuvering fuel was removed from the revised version of Notice to Shipping No.N-10 and included in OP Notice to Shipping N-1-2017, Vessel Requirements.
