The Maritime Administration (MARAD) has primary federal responsibility for ensuring the availability of efficient water transportation service to American shippers and consumers. MARAD also seeks to ensure that the United States enjoys adequate shipbuilding and repair service efficient ports effective intermodal water and land transportation systems and reserve shipping capacity in time of national emergency. MARAD administers federal laws and programs designed to support and maintain a U.S.merchant marine capable of meeting the Nation's shipping needs for both domestic and foreign commerce and national security.
