ACS UR E22 (hereinafter referred to as "UR E22") is unified requirements relating to computer-based systems used on vessels, which has recently been amended and adopted as UR E22 (Rev.3) to better clarify the requirements, specific to each of the phases of design, development, commissioning, and maintenance.
ClassNK has amended Rules to involve incorporating UR E22 (Rev.3) into Rules/Guidance for the Survey and Construction of Steel Ships, Part X that have been newly established (scheduled to come into effect in July 2024). Contemporaneously with the amendments, existing Part D, Chapter 18, Annex 18.1.1 of the Rules and Guidance for the Survey and Construction of Steel Ships, which specifies the requirements pursuant to UR E22 (Rev.2), has been deleted

ClassNK have revised a previously issued ClassNK Technical Information (No.TEC-1230 dated 2 April 2021) related to the fitting or designating the fuel oil sampling points. This Technical Information supersedes the previously issued No.TEC-1230.

As you are aware, the Amendments of 2018 to the MLC, 2006 enter into force on 26 Dec. 2020 in the countries that have ratified the MLC, 2006. The following requirements are newly added by the Amendments.

According to the decisions taken at the sixty-eighth session of the Marine Environment Protection Committee (MEPC68) held in May 2015, amendments to MARPOL Annex I were adopted to clarify the scope pf application of the requirements for sludge discharging piping and bilge-water piping specified in regulation 12 of the said Annex, and the amendments will enter into force on 1 January 2017.

2017.  A summary of the amended requirements is provided as below for your information.

International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention) will enter into force on 8 September 2017. Finland ratified the Convention on 8 September 2016 and the total number of contracting States to the BWM Convention has reached 52, representing 35.1441% of the world merchant shipping tonnage, which satisfies the condition of entry into force threshold of 30 States, representing 35% of the world merchant shipping tonnage

A summary of the decision taken at the sixty-ninth session of the Marine Environment Protection Committee (MEPC 69) held from 18 to 22 April 2016 is provided as below for your information.

The special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) has already been provided in ClassNK Technical Information No. TEC-1038. This Technical Information provides the relevant information since there are slight changes in the procedure for new ships. The said ClassNK Technical Information No. TEC-1038 is thus revoked, accordingly.

At the sixty-eighth session of the Marine Environment Protection Committee (MEPC 68) held on May
2015, pollution prevention measures in Part II of the Polar Code (refer to MEPC.264(68)) and amendments to MARPOL to make the code mandatory (refer to MEPC.265(68) as attachment 3) were adopted.

The International Convention for the Control and Management of Ship's Ballast Water and Sediments (BWM Convention) will enter into force on 8 September 2017 and according to IMO Resolution A.1088(28), the implementation deadline for the existing ships to conduct ballast water exchange through Ballast Water Management Systems is the first renewal survey associated with the IOPP Certificate after 8 September 2017.

With regard to regulations on the sulphur content of fuel oil within Chinese emission control areas as informed in ClassNK Technical Information TEC-1060, TEC-1063 and TEC-1068, please be informed of the additional information about implementation of regulations in the Port of Shenzhen as follows.

ClassNK has investigated behaviour of waves acting on windows located considerably above the freeboard deck of ships where the navigation bridges are located forward of the midship, such as onboard Ro-Ro cargo ships.
